100% indian staff, is this working as intended?

Hi! I gravitate around supermarket/hospitality jobs and I noticed that especially in big chains like Tesco and Iceland the staff often include 100% of people from India and surrounding areas. Is this working as intended from the point of view of "diversity" on the workplace? Because I know that in the past a "white background" could actually grant you more jobs etc. but now it looks like the opposite, and it's really hard to even have an interview in those kind of places.
