Why does Cambodia have to sell happy pizza?

Many other places including America, (Which dominated and controlled in a sense world drug policy) now sells hash, diamonds, vapes, purified cannabis. Can you just buy a bag of weed in Cambodia? Can you get “The Stick?” I’m curious. Is it all laws preventing this and there’s only happy pizza?
