Victoria tips gathering storm?

Just not entirely sure what I am meant to be exploiting as victoria, am I meant to be focusing on culture or what,

Her abilities look like they are focused on culture front the front, but then the whole cheaper industrial zone buildings and all really opens up the possibilities to war or science etc. Can anyone help me perhaps with a few handy tips?
