Should I use rare candy to teach him a second charge move?

I caught him yesterday after defeating Giovanni. GamePress says he’s S Tier attacker. Should I teach him a second charge move? Because frustration is pretty useless right?

If I teach him a second charge move, I could only power him up to lvl 38, and that’s using all my rare candy.

If I don’t teach him a new charge move, I could power him up to level 44 with the rare and rare XL candy i do have.
